The portion between Vermont Avenue and Western Avenue was relinquished to Gardena in 1997. In 2003, the western portion, from SR 1 to Western Avenue, was relinquished to the cities that the road goes through. The first segment of the freeway was built in 1965 as US 91, and the last segment was built in 1975.
While TCA planned, built, financed and continues to operate the roads, the facilities are owned and maintained by Caltrans. The California Highway Patrol provides public safety enforcement.
Dubbed the Arroyo Seco Parkway, the eight-mile stretch of asphalt and cement formally opened in 1940, becoming — by most accounts — the first-ever freeway in America. Now that same stretch — officially known as State Route 110, or the Pasadena Freeway — is going entirely car-free, at least for a few hours.
