THERE IS NO CONFIRMATION RIGHT NOW THAT -- BY THE UNIT IT STATES THOSE FORCES ARE MOVING INTO DONESTSK AND LUHANSK. THE AGREEMENT PUTIN SIGNED DOES ALLOW FOR RUSSIAN BASES. ANGELA STENT WORKED IN THE STATE DEPARTMENT DURING THE CLINTON AND SERVED AS A TOP U.S. INTELLIGENCE OFFICER ON RUSSIA DURING THE GEORGE W. BUSH ADMINISTRATION. COME TO BOTH OF YOU. DAVID KRAMER, TO YOU FIRST. TAKING TODAY'S DEVELOPMENTS TOGETHER, THE STATEMENT BY

VLADIMIR PUTIN THAT RUSSIA WILL NOW RECOGNIZE THE INDEPENDENCE OF THESE TWO BREAKAWAY REGIONS AND WHAT IS REPORTED TO BE THE MOVEMENT OF RUSSIAN TROOPS INTO THAT EASTERN REGION, WHAT DOES IT ALL AMOUNT TO? >> I THINK TODAY MAY HAVE BEEN A FATAL DAY FOR DIPLOMACY. MR. PUTIN SEEMS TO HAVE GONE COMPLETELY HAYWIRE IN THE PAST 24 HOURS SPIRIT HE INITIALLY OFFERED A TENTATIVE AGREEMENT TO FRENCH PRESIDENT MACRON ON A MEETING WITH PRESIDENT BIDEN. THAT NOW SEEMS VERY UNLIKELY. EVEN A MEETING SCHEDULED FOR THIS THURSDAY WITH THE RUSSIAN FOREIGN MINISTER AND SECRETARY OF STATE BLINKEN VERY UNLIKELY. PUTIN ALL OF A SUDDEN HAS HIT THE ACCELERATOR AND I THINK HAS TURNED THIS INTO A CRITICAL POINT. JUDY: ANGELA, DO YOU ALSO SEE THIS AS A FATAL DAY FOR DIPLOMACY? >> I DO. WE HAD AN UNUSUALLY AGGRESSIVE SPEECH BY PUTIN.

HE EXPRESSED ALL THE GRIEVANCES HE HAS BEEN EXPRESSING FOR THE PAST 15 TO 20 YEARS. AND BY RECOGNIZING THESE SO-CALLED REPUBLICS AS INDEPENDENT ENTITIES, BY SENDING RUSSIAN TROOPS, HE HAS RAISED THE STAKES, THE LIKELIHOOD OF AN ACTUAL WAR WITH UKRAINE. HE WAS UNRELENTING IN HIS CRITICISM OF UKRAINE. IN HIS SPEECH, DENIGRATED THEM. WE HAVE NOT QUITE SEEN ANYTHING LIKE THIS. THIS WAS MUCH DIFFERENT THAN THE MUNICH SECURITY CONFERENCE IN 2015 AND IT DOES NOT BODE WELL FOR THE FUTURE. JUDY: EXPLAIN THE SIGNIFICANCE OF PUTIN TODAY SAYING RUSSIA NOW RECOGNIZES THE INDEPENDENCE OF THESE TWO REGIONS. FOR PEOPLE WHO DON'T FOLLOW EXACTLY WHAT HAS BEEN HAPPENING IN THAT PART OF THE WORLD. >> PUTIN IS FOLLOWING A PLAN HE FOLLOWED IN GEORGIA IN 2008 WITH RECOGNIZING SEPARATIST REGIONS IN THAT AREA.

RUSSIA OCCUPIES 20% OF GEORGIAN TERRITORY TO THIS DAY. NOW HAS DONE WHAT HE DID IN 2014 WITH THE ILLEGAL ANNEXATION OF CRIMEA. EXCEPT IN THIS TIME IN THE CASE OF THE REPUBLICS, HE HAS RECOGNIZED THEM AS INDEPENDENT STATES. THAT MEANS THE MINSK PROCESS, WHICH WAS SIGNED UNDER DURESS BY UKRAINE AND RUSSIA DURING 2014 AND AGAIN IN 2015 IS DEAD AND THAT MIGHT HAVE BEEN ONE POSSIBLE ROADMAP FOR A NEGOTIATED SOLUTION TO THIS. PUTIN BY RECOGNIZING DONETSK AND LUHANSK REPUBLICS HAS KILLED THE MINSK PROCESS AND THAT IS GOING TO MAKE FINDING A DIPLOMATIC SOLUTION MUCH MORE COMPLICATED. JUDY: ANGELA STENT, PICK UP ON THAT IF YOU WILL BECAUSE THE REACTION WE ARE HEARING NOT JUST FROM THE UNITED STATES BUT THE COUNTRIES WHO BELONG TO NATO IS THIS IS GOING TO TRIGGER DRAWING REACTIONS FROM EACH ONE OF THEM. THEY ARE LOOKING AT SANCTIONS AS WELL. WHY IS IT SANCTION WORTHY WHAT HE HAS DONE? >> BECAUSE THIS COULD BE THE

PRELUDE TO A LARGER CONFLICT. THIS AS THE SECOND TIME IF WE LOOK AT GEORGIA BUT THERE WERE OTHER CONFLICTS. RUSSIA HAS FLOUTED INTERNATIONAL LAW, INTERNATIONAL NORMS. CENTRALLY MARCHING INTO ANOTHER COUNTRY AGAIN AND DECLARING PART OF UKRAINE INDEPENDENT ENTITIES. I'M GLAD THEY'RE GOING TO MEET AND TALK ABOUT THIS IN THE UNIT OF NATIONS. THIS IS NOT ONLY A PROBLEM FOR EUROPE. IT IS A BROADER GLOBAL PROBLEM. THIS IS WHY PEOPLE ARE ALREADY TALKING ABOUT IMPOSING SANCTIONS FOR THIS VIOLATION. YOU SHOULD REMEMBER THAT THE RUSSIAN PROXIES WHO RUN THESE TWO ENTITIES DON'T CONTROL ALL THE TERRITORY. THAT COULD BE AN EXCUSE FOR THE RUSSIANS IF THERE IS MORE FIGHTING THERE TO MARCH FURTHER INTO UKRAINE. THIS REALLY DOES HAVE SERIOUS IMPLICATIONS FOR THE FUTURE OF EUROPE. JUDY: DAVID KRAMER, THERE IS NO

WAY TO KNOW WHAT VLADIMIR PUTIN'S NE MOVES ARE, BUT BASED ON THIS, WHEN YOU LOOK AT THE SANCTIONS THE BIDEN WHITE HOUSE IS TALKING ABOUT TODAY AS WE HEARD NICK SHIFRIN REPORTING SPECIFICALLY SANCTIONS THAT AFFECT INDIVIDUALS IN THOSE REGIONS, IS THAT LIKELY TO HAVE ANY DETERRENT EFFECT ON MR. PUTIN? >> NOT AT ALL. THE U.S. AND OUR EUROPEAN ALLIES AND OTHERS NEED TO GO SIGNIFICANTLY FURTHER. THAT ACTION WILL GET NO ONE'S ATTENTION. IF WE WANT TO TRY TO STOP MR. PUTIN WHERE HE IS NOW RECOGNIZING HE HAS ALREADY FURTHER INVADED UKRAINE THROUGH THIS MOVE, I THINK WE HAVE TO LOOK AT HITTING HIS CIRCLE, THE IMMEDIATE CIRCLE AROUND HIM. WE HAVE TO START LOOKING AT THE RUSSIAN FINANCIAL AND ENERGY SECTORS AND OTHER MEASURES. THE SANCTIONS ON PUTIN AND HIS CIRCLE I THINK ARE THE ONES WHO FEARS THE MOST. ALL HE HAS NOT LAUNCHED A FULL-SCALE INVASION, THIS LOOKS

LIKE HE IS ON THE VERGE OF DOING SO OR AT LEAST PUTTING DIPLOMACY TO THE SIDE AND RESORTING TO FORCE AND WAR. IN THAT CASE, I THINK WE NEED TO MOVE NOW TO PREEMPT ANY FURTHER ACTION AND GIVE MR. PUTIN A TASTE OF WHAT COULD COME IF HE GOES EVEN FURTHER. JUDY: FOLLOWING ON THAT, THE STATEMENT OUT OF THE WHITE HOUSE TODAY DID SAY THESE SANCTIONS WE ARE ANNOUNCING NOW ARE SEPARATE FROM WHAT WE HAVE IN MIND AND WHAT WE WOULD IMPOSE IF THERE IS A FURTHER MILITARY MOVE ON UKRAINE. ARE THOSE NEXT SET OF SANCTIONS LIKELY TO HAVE A DETERRENT EFFECT ON PUTIN? >> I AM NOT SURE THEY ARE LIKELY TO HAVE A DETERRENT EFFECT. I THINK PRUDENT AND THE PEOPLE AROUND THEM HAVE DISCOUNTED THAT. THEY REALLY WANT TO MOVE AHEAD AND RESTORE RUSSIA AS THE GREAT POWER IN EUROPE. I'M NOT SURE AND LESS THERE IS A FULL INVASION OF UKRAINE, AN ATTACK ON KIEV WHETHER MOST OF OUR ALLIES WOULD GO ALONG WITH FINANCIAL SANCTIONS, SANCTIONS

ON INDIVIDUALS DAVID KRAMER HAS ALREADY TALKED ABOUT AND EXPORT CONTROLS. THERE IS STILL A LOT OF DISCUSSION ABOUT THAT. THERE IS NOT FULL CONSENSUS ON THAT. THIS MAY NOT DETER PUTIN. JUDY: THAT IS RAISING AN INTERESTING QUESTION. IF THE RUSSIANS GO IN TO THIS DISPUTED REGION IN EASTERN UKRAINE AND THEY DON'T GO FURTHER -- FARTHER IN FOR THE TIME BEING, WILL NATO BE UNITED IN WHAT IT IS PREPARED TO DO WHETHER IT CHANGES PUTIN BEHAVIOR OR NOT? >> I THINK NATO IS UNITED IN TERMS OF BOOSTING MILITARY PRESENCE AND A COUNTRIES LIKE POLAND, ROMANIA AND BALTIC STATES. THE EUROPEAN UNION COULD WIND UP WITH SOME DISAGREEMENTS ON WHAT STEPS WARRANT SANCTIONS BY THE E.U.. THE E.U. NEEDS AGREEMENT AMONG ALL MEMBER STATES. MAYBE FACING A SITUATION WHERE

THE UNITED STATES WILL HAVE TO ACT UNILATERALLY. WE SHOULD NOT UNDERESTIMATE THE IMPACT U.S. SANCTIONS HAVE. THEIR EXTRATERRITORIAL AND THEY COULD HAVE A SIGNIFICANT IMPACT. ANGELA MAY BE RIGHT THEY WILL NOT DETER PUTIN. HE SEEMS TO HAVE MADE UP HIS MIND. I THINK THE UNITED STATES SHOULD WORK WITH THE E. TO THE EXTENT WE CAN BUT NOT SETTLE FOR THE LOWEST COMMON DENOMINATOR. JUDY: WHAT DO YOU THINK IT WOULD TAKE TO CHANGE -TO REDIRECT WHAT MR. PUTIN HAS IN MIND? WILL ANYTHING HAVE AN EFFECT ON HIS THINKING? >> UNFORTUNATELY, I DON'T THINK WE HAVE MANY MORE CARDS TO PLAY. THERE IS THE DIPLOMATIC CARD I AGREE AT THIS POINT, DOES IT MAKEENSE FOR SECRETARY BLINKEN OR FOR PRESIDENT BIDEN TO MEET WITH MR. LAVROV AND RESIDENT PUTIN? IF PUTIN'S MIND IS MADE UP, WHICH INTELLIGENCE AGENCIES SEEM TO THINK IT IS, IT WOULD BE VERY

HARD TO DETER HIM. IT IS VERY DIFFICULT TO SEE WHAT DIPLOMATIC SOLUTION COULD GET HIM TO CLIMB DOWN FROM A PROCESS HE HAS NOW INITIATED AND WHOSE END WE DON'T UNDERSTAND. THEY SAY -- THEY ARE KEENLY AWARE OF HOW PRESIDENT BIDEN'S POLITICAL OPPONENTS ARE LOOKING TO LEVERAGE WHATEVER MOVE HE MAKES HERE. WHAT ARE THE DOMESTIC POLITICAL CONSEQUENCES HE IS FACING AS YOU SEE IT? >> IT IS A GOOD QUESTION. THIS PRESIDENT NOW COMES INTO THIS CRISIS IN A VERY DIFFERENT POLITICAL SHAPE THAN HE CAME INTO THE AFGHANISTAN SITUATION,

THE WITHDRAWAL OF TROOPS FROM AFGHISTAN. WHEN HE CAME INTO OFFICE, HE HAD A PLURALITY OF AMERICANS WHO SAID THEY THOUGHT HE WAS GOING TO BE A GOOD COMMANDER-IN-CHIEF. THEY TRUSTED THE WAY HE WOULD DEAL WITH A CRISIS. ONCE WE GOT POST AFGHANISTAN, THOSE NUMBERS DROPPED NOW YOU HAVE PLURALITIES AND EVEN A MAJORITY OF AMERICANS SAYING THEY DON'T THINK HE WILL BE ABLE TO HANDLE A CRISIS. THEY DON'T THINK HE IS DOING WELL AS A COMMANDER-IN-CHIEF. HE DOES NOT HAVE THE SAME DEPTH, THE SAME WELL OF GOODWILL TO DRAW FROM THAT HE DID EARLIER. THINK THAT IS AN IMPORTANT THING TO UNDERSTAND. THE OTHER PIECE OF THIS IS THERE COULD BE A DOMESTIC IMPACT. NORMALLY THINGS HAVE HAPPENED OVERSEAS. THEY DON'T HAVE AN IMMEDIATE IMPACT ON OUR DOMESTIC LIVES. IN THIS CASE, THE COST OF ORIOLE IS GOING TO POTENTIALLY BE

SIGNIFICANT. -- COST OF OIL IS GOING TO POTENTIALLY BE SIGNIFICANT. THE PRESIDENT HAS WARNED AMERICANS WE COULDEE AN INCREASE IN ENERGY PRICES. THIS IS COMING AT A PERILOUS TIME FOR THE PRESIDENT AND CONSUMERS WHO ARE ALREADY SPENDING A GREAT DEAL OF MONEY ON GASOLINE. SO IT COULD HAVE AND OTHER PINCH FOR AMERICANS WHO ARE FEELING THAT INFLATIONARY PRESSURE IN THEIR EVERYDAY PURCHASES. >> LET'S SHIFT OUR FOCUS TO COVID AND THIS NEXT IS OF POLITICS AND PUBLIC HEALTH BECAUSE YOU HAVE AT LEAST 11 DEMOCRATIC GOVERNORS AND THE MAYOR OF WASHINGTON, D.C., THEY HAVE STARTED LIFTING MASK MANDATES IN SCHOOLS AND OTHER SETTINGS WHILE THE FEDERAL GOVERNMENT IS FOLLOWING THE CDC GUIDANCE, WHICH RECOMMENDS INDOOR MASKING IN ALL SETTINGS. THE CDC IS EXPECTED TO REVISE THAT AS EARLY AS THIS WEEK BUT WHAT DOES THIS MEAN FOR THE

WIDENING GAP BETWEEN STATE AND FEDERAL POLICY AND STATE AND CDC POLICY? WHAT DOES THIS SAY ABOUT THE POLITICS OF COVID RIGHT NOW? >> THIS IS AN INCREDIBLY CHALLENGING TIME IN THE PANDEMIC AND POLITICS BECAUSE THE NUMBERS ARE FALLING REALLY FAST. THE BIDEN ADMINISTRATION, THE WHITE HOUSE PETER LEE MADE IT CLEAR IN PUBLIC AND PRIVATE TO ME THAT THEY ARE STICKING WITH THE CDC GUIDANCE. WHATEVER THE CDC DOES, THE WHITE HOUSE WILL BE FOLLOWING THEIR LEAD. AT THE CDC DOES NOT MOVE AT THE SPEED OF POLITICS. SO YOU HAVE SOMEONE LIKE GOVERNOR MURPHY WHO I SPOKE WITH IN NEW JERSEY AND ONE IMPORTANT THING TO POINT OUT IS GOVERNOR MURPHY SAID HE WAS LOOKING AT THE NUMBERS PICK HE SAID HE IS SICK OF COVID. EVERYONE ISICK OF COVID. DON'T NEED A FOCUS GROUP TO TELL YOU PEOPLE ARE DONE BUT HE SAID HIS DECISION WAS NOT BASED ON THOSE POLITICS BUT RATHER BASED ON THE SHEER NUMBERS.

THAT THE CASES ARE FALLING EVERY SINGLE DAY IN HIS STATE. THEY WERE HIT EARLY WITH OMICRON. THOSE CASES HAVE BEEN FALLING FOR MORE THAN A MONTH NOW. WHAT HE DID AND WHAT MANY OF THESE GOVERNORS HAVE DONE IS THEY HAVE SET A DATE THAT IS A LITTLE WAYS OFF. IN NEW JERSEY, IT IS EARLY MARCH. IT IS NOT IMMEDIATE. THEY'RE WAITING FOR THE NUMBERS TO FALL FURTHER. THEY HAVE SET A DATE. THEY IDENTIFIED AN OFFRAMP. IT IS POSSIBLE TO CDC GUIDANCE WILL AUALLY CATCH UP WITH ESE DEMOCRATIC GOVERNORS BY THE TIME THEIR POLICIES GO INTO EFFECT. THE EXPERTS I TALKED TO SAY THE MOST IMPORTANT THING IS FIGURING OUT AND PROJECTING FORWARD WHAT THE ON-RAMP WOULD BE IF UNFORTUNATELY THERE IS AN OTHER VARIANT THAT CAUSES CONCERN OR IF THE BOOSTERS WANE IN THEIR EFFECTIVENESS. THE POLITICIANS WERE NOT SO GREAT A YEAR AGO SAYING THINGS

MAY CHANGE AND THIS TIME AROUND THEY NEED TO BE CLEAR WITH THE PUBLIC THAT EVEN THOUGH WE MAY BE MOVING INTO SOMETHING THAT FEELS LIKE A NICE PHASE, THAT MAY NOT BE THE END OF THE STORY. >> IN THE COUPLE OF MINUTES WE HAVE LEFT, DEMOCRATS SAY THEY ARE FOLLOWING PUBLIC-HEALTH GUIDANCE AND MAKING THESE RECOMMENDATIONS, BUT IT IS HELPFUL POLITICALLY. IMMIGRANTS LEARNED THAT LESSON AFTER THEY LOST THE GUBERNATORIAL ELECTION IN VIRGINIA IN PART OVER COVID PROTOCOLS AND MASKING IN SCHOOLS AND NOT NECESSARILY THE SUBSTANCE OF THE POLICY BUT THE WAY THEYALKED ABOUT. >> THAT IS RIGHT. THE BIG DIFFERENCE BETWEEN GOVERNORS AND THE PRESIDENT IS MOST OF THESE GOVERNORS ARE UP FOR REELECTION THIS YEAR. OBVIOUSLY THE PRESIDENT IS NOT. I THINK THERE ALSO IS A REASON FOR THE ADMINISTRATION TO FEEL A LITTLE SNAKE BIT ABOUT CALLING FOR THE END OF MASK MAATES.

WE ALL REMEMBER JULY OF 2021 WHEN THE PRESIDENT WENT OUT ON THE LAWN OF THE WHITE HOUSE SAYING WE HAVE INDEPENDENCE NOW FROM COVID. WE ARE MOVING FORWARD. I WENT BACK AND LOOKED AT SOME OF THE CONTENT OF THAT SPEECH AND IT WAS MUCH LIKE WE ARE PAST THIS NOW. WE ARE GOING TO LIVE OUR LIVES. KIDS ARE GOING TO GO BACK TO SCHOOL. OBVIOUSLY THAT DID NOT HAPPEN THAT WAY. IF YOU ARE GOING TO GET AHEAD OF THE CDC, THE ADMINISTRATION HAS TO BE THINKING, WE DON'T WANT TO HAVE TO BACKTRACK AGAIN MUCH LIKE WE DID IN JULY. >> IT IS A GOOD POINT. THREE YEARS INTO THIS PANDEMIC, POLITICIANS HAVE LEARNED NOT TO PREDICT WHERE THINGS WILL HEAD NEXT. THANK YOU BOTH. ♪ JUDY: ON THIS PRESIDENTS' DAY,
